- A — Direct Financial Benefits (explicit budget transfers)
- B — Tax Benefits (tax expenditures and exemptions)
- C — Direct Price Subsidy
- C/A — Mixed (Credit-based + Financial)
- D — Credit Benefits (implicit subsidies in government loans)
- E — Other Benefits
